Provide senior-level expertise and advice to the DSS CI Directorate leadership on the national security impacts of CI and Law Enforcement (LE) community issues, Counterespionage (CE) subjects, and provide advice and recommendations on the development and implementation of strategic CI planning, investigations, and operations. Support is needed for the following tasks:
Expert Counterintelligence Support: Provide expertise and advice to the DSS, CI Directorate regional leadership on the impacts of CI and Law Enforcement (LE) community issues, Counterespionage (CE) subjects, and Cybersecurity strategic objectives and provide advice and recommendations on the development and implementation of operational CI planning, investigations, collections, and operations. The contractor shall also provide CI analytical, operational planning, and liaison support to DSS/CI Operations at the regional HQ level. Within the authorities of DSS under DoD Directive 5105.42, March 31, 2011, the contractor shall provide support to intermediate and senior-level personnel to identify and neutralize or influence the activities of the Foreign Intelligence Entities (FIE), terrorist, insurgent, and other entities adversely affecting the regional mission.
Analysis: With regional Headquarters (HQ) and Government approval, the contractor shall conduct advanced all-source research providing expertise in structured analytic methodologies and implementation of high standards for intelligence analysis in CI, CE, Counterterrorism (CT) and Anti-terrorism Force Protection (AT/FP); trend and link analysis. The results shall be recorded in written assessments, memos, and other finished professional products and deliverables.
Briefings: The contractor shall be responsible for the preparation, coordination, and presentation of government-approved briefings at the tactical and operational levels as required. These briefings can include investigative developments, Cybersecurity strategy, CI awareness, and methods to mitigate threats.
Operations: The contractor will be responsible for DSS CI support and will provide advice on the collection and triage of suspicious contact reports received from the cleared industry. The contractor will make recommendations to DSS CI regional chief for disposition of all suspicious contact reports received.
Plans: Provide consultation on management processes, efficient and productive integration of CI, and regional chief level responsibilities concerning the NISP with emphasis on the integration of the different elements of the CI mission and process improvements designed to maximize programmatic efficiencies within the DSS CI Operations Division.
Investigations: The contractor shall be responsible for providing expert consultation and coordination of CI relevant suspicious contacts to local Federal LE and IC agencies for action. This can include participating in the development of investigative planning training courses for DSS.
Collections: Within the confines of DSS authorities the contractor shall be responsible for various data collection requirements, collection assets, and collection management for the region assigned.
Analytical tools: The contractor shall be knowledgeable with search tools, link tools, and peer-to-peer tools and apply the tools to the requirements contained within the effort under contract.
Liaison: The contractor shall coordinate and conduct liaison with local Federal, State, and local LE and IC agencies; to include joint Agency and Service task forces.
ACTIVE TS/SCI clearance
Bachelor’s Degree (or higher-level degree)
5 to 10 years of working CI investigations and HUMINT collection operations or 5 to 10 years of military experience working CI investigations and collection operations and HUMINT operations
Extensive Knowledge in CI/HUMINT targeting directed at detecting, deterring, or neutralizing threats to U.S. Government personnel, programs, and technology
Extensive knowledge of principles, techniques, methods, processes, and technology involved in intelligence and counterintelligence operations. Experience in at least two of the CI functions (analysis, collections, operations, and investigations)
Knowledge in cyber intelligence methodologies and practical understanding of relevant information technologies and computer/telecommunications network designs and operations
Ability to work collaboratively with intelligence analysts, operational implementers and information technology specialists to identify and assess threats to cleared contractors computer networks
Knowledge of intrusion data, electronics, information on US systems (computer and weapons), and forensics data
Knowledge of Cyber CI collection and operations and document and media exploitation
Understand the threat to cleared contractors (CC) and build risk-based products to advocate risk-based decision making
Working knowledge of Intelligence Oversight considerations x Experience in Intelligence reporting, to include Intelligence Information Reports (IIR) and Investigative correspondence (SCR, LHM) consistent with community standards
National level liaison experience with both the U.S. Intelligence and Law Enforcement Community
Excellent written and oral presentation skills
Extensive knowledge of intelligence and law enforcement databases and resources including Palantir
Extensive knowledge of structured analytic techniques and analytical tradecraft
Extensive Knowledge in leveraging and integrating Intelligence Analysis into the CI Operational Cycle
High proficiency in IC databases, to include Palantir, and Joint Personnel Adjudication System (JPAS)
