Full Job Title: ICITAP Nepal Law Enforcement Advisor/Strategic Planner
The law enforcement development program in Nepal is designed to establish a sustainable, modern police organizations/systems at the federal and provincial levels. Toward this goal, the ICITAP program shall provide assistance to build police capacity to proactively identify, investigate, and apprehend those responsible for organized crime, corruption, and trafficking; advance and improve NP and the APF capabilities and capacities to investigate serious crimes, apprehend criminals, and impact criminal activity; develop new professional police organizations at the provincial and federal levels, each operating under minimum professional standards that exemplify democratic policing values and international best practices; and effectively and efficiently manage large, complex police agencies and forensic laboratory systems.
ICITAP will work with the Nepal Federal Police to enhance their investigative skills as it relates to Transnational crimes, and assist the organization in reshaping its training of officers to produce a more competent officer who possesses the skills and abilities needed to execute his/her law enforcement duties. As part of the transition to federalism, ICITAP will assist the Nepal police in defining and executing its role as standards setters for police services in Nepal. The planned life of this project is 24 months, following which Nepal will have several provinces developing their police organizations, and a federal police organization capable of developing, implementing, and regulating the application of minimum police standards.
The advisor will provide technical guidance and training to Nepal Police and Provincial Police organizations at the operational and command levels. This position seeks law enforcement professional with progressive command level experience in directing/training public safety operations in the diverse and multicultural background. Significant experience dealing with mental health/first aid training and behavioral threat assessment within the community environment is desirable. Experience in developing and implementing strategic plans for police organizations is critical for this position.
Providing training and technical assistance to the Nepal Police and Provincial Police organization with the development of strategic plans. Providing training and technical assistance to the Provincial Police organizations as they develop in areas listed above. The assistance will include meeting with political stakeholders and educating them on policing issues. Assist the Nepal Police and Provincial Police with Systemic and organizational development issues related to creating new police organizations.
Command level; however, experience as a Chief of Police is preferred
20 years of policing experience
Expertise in the strategic planning process, and teaching others on how to implement such a process.
Research, development, and implementation of organizational assessment
SWOT (strength, weakness, opportunities, and threats) analysis
Developing and implementing administrative and operational policies and procedures for a police organization.
Experience dealing with the political sector as a police leader
